Evolution Rail (A joint venture between Downer EDI Rail Pty Ltd (Downer) and Changchun Railway Vehicles – CRRC) is responsible for managing the engineering program for the High Capacity Metro Train (HCMT) program as a part of the Victorian Government’s investment in the Packenham Rail Electrification.

In order to establish the reliability parameters associated with the rolling stock, Downer engaged Systematiq Pty Ltd (Systematiq) to supplement their systems engineering team with particular reference to managing logistics support analysis, parts provisioning and reliability analysis activities

The Customer’s Challenge

Downer recognised the capacity constraints within the team and recognised the opportunity to address the limitation by using consulting services to perform the surge tasks associated with the Reliability Availability Maintainability (RAM) packages due to the client being Metro Trains Melbourne (MTM).

Solution

Systematiq supplied a systems engineer who proceeded to support Downer with the following:

Analysis

Analysis, including that of logistics support analysis necessary to inform reliability and subsequent engineering, maintenance and supply deliverables and products.

Modelling

Developing and reviewing models using MS Excel as well as client database and programs in order to deliver reports to a commercial standard in order to inform reliability deliverables and products such as level of repair analysis.

Producing reports

Authoring and reviewing reliability and systems engineering deliverables and products including failure modes effects and critical analysis, level of repair, parts provisioning and training support in order to inform client decision making.

Stakeholder management

Coordinating and recording stakeholder engagements including conferences and workshops as well as testing and validation activities on client site as required.

Implementation

The service provider quickly established his credentials by delivering on the expectations as well as the stated requirements.
Throughout the course of the engagement, Downer solicited additional support in order to deliver the following:

  • Conducting a Failure Modes Effects and Critical Analysis (FMECA) review as performed by John O’Brien for a period of one month commencing May 2018.
  • Surge RAM support delivered by Alan Sinclair over a period of three months commencing on 4th March 2018.
Result

At the end of the contract, Downer had successfully met their contracted obligations for HCMT and had progressed through the required design reviews.

Downer demonstrated their appreciation for the services provided, noting that the contract was extended on three successive occasions due to the service delivered.
