Reaching Initial Operational Capability (IOC) isn't just a delivery milestone on a schedule. It means every Fundamental Input to Capability (people, training, facilities, support, doctrine and more) is genuinely in place and ready to use from day one. Miss one input and a technically "delivered" system still isn't an operational one.
